Yes, this is not only possible, it will be determined by the cranes made to operate without stabilizers. A company called Lampson's see a complete range of products for these cranes (link). I personally witnessed a number of elevators in a Lampson Crane tilt less mobile shifted a burden of several hundred tons in building a nuclear power plant.
